Department of State and Federal Programs

The Department of State & Federal Programs is responsible for the coordination, supervision, and compliance oversight of federal, state, and local programs. These programs provide supplemental funding and resources to support student academic achievement and ensure equitable access to educational opportunities.

These programs are authorized by the Elementary and Secondary Education Act of 1965 (ESEA), as reauthorized by the Every Student Succeeds Act (ESSA) of 2015.

Seguin ISD administers the following programs:

  • Title I Part A - Improving Basic Programs Operated by Local Educational Agencies
  • Title II Part A - Supporting Effective Instruction
  • Title III - English Language Acquisition, Language Enhancement, and Academic Achievement
  • Title IV - Student Support and Academic Enrichment

Title I Program Model

 Seguin ISD operates Title I programs at eligible campuses using either a Schoolwide or Targeted Assistance model, based on campus eligibility, student needs, and comprehensive needs assessments conducted annually.

State Compensatory Education

Eligibility and supplemental services are determined in accordance with Texas Education Code §29.081 to help students at risk of dropping out of school, including:

  • State identified at-risk students
  • Economically disadvantaged students
  • Students enrolled at a Title I school
  • Students receiving Pregnancy-Related Services (PRS)

State Compensatory Education Policy (Board-Approved 2025–26) (Texas Education Code §29.081)

The Department also provides training and program development in the areas of comprehensive needs assessments, program evaluations, progress monitoring, and district and campus improvement plans, and coordinates the work of the District Educational Improvement Committee (DEIC).

  • In accordance with the Every Student Succeeds Act (ESSA) Parents’ Right-to-Know provisions, Seguin ISD notifies parents of students attending Title I schools that they have the right to request and receive, in a timely manner, information regarding the professional qualifications of their child’s classroom teachers and paraprofessionals.

    Information provided upon request shall include:

    • Whether the teacher has met state certification and qualification requirements for the grade level and subject areas taught

    • Whether the teacher is teaching under emergency or other provisional status through which state certification requirements have been waived

    • Whether the teacher is assigned in the field or discipline of their certification

    • Whether the student receives services from a paraprofessional and, if so, the paraprofessional’s qualifications
      (ESSA §1112(e)(1)(A)(i)–(ii))

    Teachers may meet certification requirements through Seguin ISD’s approved District of Innovation teacher certification policy or by meeting Texas Education Agency certification assignment rules.

    Parents may request this information by contacting the Department of State & Federal Programs.

    In addition, parents will be notified if their child has been taught for four or more consecutive weeks by a teacher who does not meet applicable state certification requirements for the grade level and subject area in which the teacher has been assigned.

    This notification will be provided by the campus principal.

  • Seguin ISD believes that meaningful parent and family engagement is essential to student success. In compliance with Title I, Part A requirements, the district works in partnership with parents and families to support high levels of student academic achievement.

    The following documents and resources are available to parents and the public:

    Parents are encouraged to participate in the development, review, and evaluation of Title I programs and policies. Information is provided, to the extent practicable, in a language parents can understand.

  • Seguin Independent School District provides equitable services to eligible private nonprofit (PNP) school students and teachers in accordance with the Every Student Succeeds Act (ESSA).

    Seguin ISD conducts timely and meaningful consultation with eligible private nonprofit schools located within the district’s boundaries to identify student and educator needs and to determine appropriate equitable services under applicable federal programs.

    To support implementation, Seguin ISD contracts with Education Service Center, Region 20 to assist with the coordination and delivery of equitable services for eligible private nonprofit school participants. Region 20 provides services in accordance with ESSA requirements and in consultation with Seguin ISD and participating private nonprofit schools.

  • Seguin ISD has adopted procedures for resolving complaints related to the administration of federal education programs. These procedures ensure that concerns are addressed promptly and fairly.

    Complaints regarding federal programs may be submitted in writing and will be investigated in accordance with district policy and Texas Education Agency guidelines. If a complaint cannot be resolved at the local level, it may be forwarded to the Texas Education Agency for review.
