This Five-Year District Technology Plan (2025-2030) serves as the technology implementation roadmap supporting Seguin Independent School District's Strategic Plan. Aligned with our district motto, "Building Futures Together," and our mission to build relationships, inspire success, and empower all, this plan provides the technological foundation to achieve our vision: a community dedicated to shaping brighter futures through connection, inspiration, and creativity.

Developed through extensive stakeholder engagement with the District Technology Advisory Committee (DTAC), this plan reflects the collective input of teachers, administrators, and staff representing all grade levels and departments across our 13 campuses serving approximately 7,200 students.

Committee Purpose

This committee is made up of key stakeholders to provide Seguin ISD with a wide range of perspectives, expertise, and experience to help guide the district with our technology needs, now and in the future.

Plan Overview


The plan is organized around five strategic goals that address critical areas of technology integration and support:

1. Personalized, Flexible, Empowered Learning – Leveraging technology to support differentiated instruction and student-centered learning

2. Equitable Access – Ensuring all students have access to quality devices and digital resources regardless of socioeconomic status

3. Digital Citizenship – Developing responsible, ethical, and safe technology use among students and staff

4. Safety and Security – Maintaining robust, reliable infrastructure and communication systems that support learning and campus safety

5. Collaborative Leadership – Building partnerships and governance structures to guide technology decision-making

Strategic Goals and Objectives

  • Alignment with District Strategic Priorities: Priority 1 (Challenging Learning), Priority 2 (Life-Ready Students), Priority 4 (Growth-Minded Personnel)

    Goal Statement:

    Leverage technology to support differentiated instruction, student-centered learning, and innovative teaching practices that inspire all learners.

    Objectives:

    • Provide teachers with time-efficient, just-in-time professional development that respects their schedules
    • Implement comprehensive technology onboarding for all new teachers and staff
    • Create clear guidance on platform selection and use to reduce confusion
    • Integrate emerging technologies, including artificial intelligence, into instructional practices
    • Develop teacher capacity to effectively use data tools for personalized instruction
  • Alignment with District Strategic Priorities: Priority 1 (Challenging Learning), Priority 5 (Strategic Operational Stewardship - Device Age Target), Priority 2 (Life-Ready Students - Portrait of a Graduate)

    Goal Statement:
    Ensure all students have equitable access to quality devices, reliable internet connectivity, and digital resources regardless of socioeconomic status or geographic location.

    Objectives:
    • Maintain and enhance the district's 1:1 device program with quality, functional devices for all students
    • Address device quality gaps, particularly for upper elementary grades identified by stakeholders
    • Provide home internet access support for students lacking connectivity
    • Ensure technology accommodations for ESL/dual language students and students with special needs
    • Implement a strategic device replacement cycle to achieve a 4-year average device age by 2030, meeting Priority 5 strategic target
  • Alignment with District Strategic Priorities: Priority 3 (Positive Community Culture), Priority 5 (Strategic Operational Stewardship)

    Goal Statement:
    Develop responsible, ethical, and safe technology use among students and staff, empowering them to become exceptional digital citizens.

    Objectives:
    • Train 100% of staff in data privacy policies and best practices
    • Implement age-appropriate digital citizenship curriculum for all grade levels
    • Educate students and staff on responsible artificial intelligence use
    • Develop student digital literacy and media evaluation skills
    • Create awareness around cyberbullying, online safety, and digital footprint management
  • Alignment with District Strategic Priorities: Priority 3 (Positive Community Culture - Partnerships), Priority 4 (Growth-Minded Personnel)

    Goal Statement:
    Maintain robust, reliable technology infrastructure and communication systems that support both instructional continuity and campus safety, with proactive rather than reactive maintenance approaches.

    Objectives:
    • Upgrade network infrastructure across all campuses, replacing 5-10 year old equipment
    • Update wireless access points to ensure reliable connectivity
    • Implement universal power supply (UPS) systems for critical infrastructure redundancy
    • Ensure reliable communication systems (PA, intercoms, phones) with backup capabilities
    • Maintain robust cybersecurity measures to protect student and staff data
    • Establish clear service level agreements (SLAs) for system uptime and restoration

    Goal Statement:
    Build sustainable partnerships, governance structures, and shared leadership models that engage diverse stakeholders in technology decision-making and implementation.

    Objectives:
    • Maintain an active District Technology Advisory Committee (DTAC) with broad stakeholder representation
    • Establish campus-level technology champions to support grassroots innovation
    • Create transparent communication channels for technology feedback and support
    • Develop strategic vendor partnerships that align with district priorities
    • Foster parent and community engagement in digital learning initiatives
