SISD earns top financial rating from State

Seguin ISD has again received a rating of Superior Achievement in the 2021-22 Texas School Financial Integrity Rating System of Texas (FIRST), the state’s accountability rating system for school finances.


Superior Achievement is the state’s highest rating and exemplifies the quality of Seguin ISD’s financial management and reporting system. The District has earned the Superior Achievement rating from the Texas Education Agency annually since the ratings were first issued in the 2002-2003 school year.


According to the Texas Education Agency, FIRST ensures that Texas public schools are held accountable for the quality of their financial management practices and that they improve those practices. The system is designed to encourage Texas public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes. “We are proud that Seguin ISD has earned yet another Superior Achievement rating from the Texas School FIRST, said Seguin ISD Superintendent Dr. Matthew Gutierrez.


“Our score of 94 represents a two point increase over last year’s FIRST rating. This is a result of the continued focus on financial stewardship in our district. Not only are Seguin ISD schools prioritizing academics, it is clearly evident that our use of taxpayer dollars toward the day-to-day operations of our schools is based upon accountability and efficiency.”


The Schools FIRST accountability rating system assigns one of four financial accountability ratings to Texas school districts, with the highest being “Superior Achievement,” followed by “Above- Standard Achievement,” “Standard Achievement” and “Substandard Achievement.” Districts with serious data quality problems may receive the additional rating of “Suspended-Data Quality.”


“In addition to sound financial management exhibited by our campus leadership and administrative staff, the Seguin ISD Board of Trustees has exemplified sound fiscal practices through their oversight. This is truly a team effort,” Dr. Gutierrez added.


TEA considers FIRST ratings to be preliminary at this time. Since Seguin ISD does not plan to appeal the preliminary rating, there will be no change in rating status. For a complete list of 2021-2022 FIRST results, visit
