Prop A Frequently Asked Questions

  • A TRE is a special election called by a school district’s Board of Trustees, asking voters to approve an increase above the current operating tax rate.

  • School districts operate with two budgets. The Maintenance and Operations (M&O) pays for day-to-day instructional and operating costs like salaries, benefits, supplies, maintenance, food, and fuel. The Interest & Sinking (I&S) pays for capital improvements like new construction, renovations, large repairs, and other projects in bond elections.
  • Prop A provides $2.4 million of new funding to the current fiscal year and at least as much each year thereafter, to support the district’s Maintenance & Operations (M&O) budget to recruit and retain high-quality teachers & staff, fund an armed officer at every campus, maintain student programs, and fund the district’s operations.

    62% of the total new revenue ($1.5 million) comes from the state. For every dollar collected locally, $1.57 comes from the state.

    100% of funds generated by Prop A will stay and directly support Seguin ISD.
  • Seguin ISD will ask voters to approve a tax rate of $1.0828, which would keep its total tax rate the same as the prior year while maximizing its state funding.
  • Property taxes for citizens 65 years or older—or those who are disabled—are not affected by a rate increase if the appropriate homestead exemptions are filed with the Guadalupe Appraisal District and no significant improvements are made to the homestead.
  • Veterans who have a 100% disability rating or surviving spouses of a member of the U.S. armed services killed in the line of duty would not see an increase in taxes.

    Tax Code Section 11.131 entitles a disabled veteran awarded 100 percent disability compensation due to a service-connected disability and a rating of 100 percent disabled or of individual unemployability to a total property tax exemption on the disabled veteran's residence homestead.

    Tax Code Section 11.133 entitles a surviving spouse of a member of the U.S. armed services killed or fatally injured in the line of duty to a total property tax exemption on his or her residence homestead if the surviving spouse has not remarried since the death of the armed services member.
  • State law requires the phrase, "THIS IS A TAX INCREASE" to appear at the top of the ballot. However, homeowners 65 years and older have their property taxes frozen by state law, meaning taxes for seniors cannot increase above the frozen dollar amount unless significant improvements are made to the homestead.

    SEGUIN INDEPENDENT SCHOOL DISTRICT PROPOSITION A: THIS IS A TAX INCREASE

    Ratifying the ad valorem tax rate of $1.0828 per $100 valuation in the Seguin Independent School District for the current year, a rate that will result in an increase of 2.8 percent in maintenance and operations tax revenue for the District for the current year as compared to the preceding year, which is an additional $942,852, for the purpose of recruiting and retaining qualified staff, funding safety and security at each campus, and continuing student programs and general operations of the District.
