The District will ask voters to approve a tax rate of $1.0828, which would keep its total tax rate the same as the prior year while maximizing its state funding.
That amount includes approximately $950,000 in additional local tax revenue and $1.5 million in additional annual state funding.
The estimated financial impact of the 2026 election includes the $140,000 homestead exemption approved by state voters in November. Homeowners age 65 and older will now receive a $200,000 homestead exemption if they have filed for and received the Over-65 Exemption through the Guadalupe Appraisal District.

Current homeowners ages 65 and over will not be impacted by the passage of Proposition A. Their school taxes will not go above the frozen levy amount/ceiling that was established when the Over-65 exemption was granted (unless improvements or additions are made to the residence). To have your school taxes frozen, you must file a homestead application with the Guadalupe Appraisal District and be granted the Over-65 exemption.
School districts don't have the same buying power that they did seven years ago. Operating costs have increased nearly 25% due to inflation, while the state has increased basic allotment funding by less than 1%.
Prop A provides the district with additional funding to help fill some of these gaps.
Approximately 62% of the money generated by Prop A will come from the state.
For every dollar local taxpayers put in, the state will put in approximately $1.57.
Even though the state increased funding for public schools by $55 per student in August 2025, it did not come close to covering the recurring funding shortfall.
In fact, districts needed another $1,500 per student to cover the actual cost of educating them, resulting in a shortage of approximately $10.5 million for the 2025-2026 school year. Prop A would help close the funding gap.
A VATRE (Voter-Approved Tax Ratification Election) is a Texas local election in which school districts ask voters to approve a higher Maintenance & Operations (M&O) tax rate to generate additional revenue.
It funds daily operations, such as teacher salaries, security, and academic and extracurricular programs. It does not create new debt, unlike school bonds, and cannot be used to build new structures.
School districts operate with two budgets.
The Maintenance and Operations (M&O) pays for day-to-day instructional and operating costs like salaries, benefits, supplies, maintenance, food, and fuel.
The Interest & Sinking (I&S) pays for capital improvements like new construction, renovations, large repairs, and other projects in bond elections.
Ballot language will include the statement "THIS IS A TAX INCREASE." A new legislative measure requires all Tax Ratification Elections for any school district to include the phrase “THIS IS A TAX INCREASE” on all ballot language. Homeowners ages 65 and older who have filed for and received the Over-65 Exemption will not see an increase over their frozen dollar amount if there have been no major additions or improvements to their home. Ratifying the ad valorem tax rate of $1.0828 per $100 valuation in the Seguin Independent School District for the current year, a rate that will result in an increase of 2.8 percent in maintenance and operations tax revenue for the District for the current year as compared to the preceding year, which is an additional $942,852, for the purpose of recruiting and retaining qualified staff, funding safety and security at each campus, and continuing student programs and general operations of the District.
