Seguin ISD Announces Personal Communication Device Policy

SEGUIN, Texas (August 8, 2025) – Phones will be out of sight this year at Seguin ISD schools, as the District complies with House Bill 1481. The Texas State Legislature passed legislation that prohibits the use of personal communication devices on school property.
Seguin ISD already has a policy on personal telecommunications devices, which includes cell phones and other electronic devices, and states all cell phones must be turned off during the instructional day (from first bell to end of day bell). During the 2025-2026 school year, students will be required to have all personal devices turned off and in their backpacks for the entire school day, with limited exceptions.
“Given that we have this policy in place, Seguin ISD is already in compliance with the new state law,” Dr. Jack Lee, Superintendent of Schools, said. “However, now that this is state law, we have additional guidelines regarding enforcement.”

Students found in violation of the policy will face consequences, including but not limited to device confiscation, detention, and fines.

Seguin ISD’s policy on all personal communication devices will be effective on the first day of school, August 12, 2025.
