Seguin ISD schools see major jumps in performance

Under the 2016 state accountability ratings released by the Texas Education Agency on Aug. 12 to school districts across the state, Seguin ISD received the Met Standard rating based upon performance standards.

 

The state began using the performance index-based approach to academic accountability in 2013. This current rating system applies one of two labels to Texas districts and public schools: Met Standard and Improvement Required.

 

“During my first full year in Seguin ISD, I am proud to report that we saw increases in nearly every index. I applaud our teachers and campus administrators for their hard work. While we have seen tremendous gains, we know that we need to maintain this positive trajectory to get where we want to be academically,” said Stetson Roane, Seguin ISD superintendent.

 

In addition to the overall district rating, each campus is also rated.

 

The Met Standard and Improvement Required ratings are based upon whether or not school districts and campuses meet four applicable index targets. Each school must meet Index 1 or 2 plus indexes 3 and 4.

 

Index 1, Student Achievement, ranks performance across all subject and student groups at the satisfactory performance standard.

 

Student Progress is measured for Index 2. The scores of 10 student groups, including ethnic groups, English-language learners and special education students for reading, writing and math are evaluated for having met or exceeded progress standards.

 

Closing Performance Gaps is Index 3 which includes scores of students who are economically disadvantaged and, as applicable, the campus’ or district’s two lowest performing ethnic groups from the year before.

 

Index 4, Postsecondary Readiness, examines graduation rates and rates of students graduating on Recommended and Distinguished/Advanced plans.

 

At Seguin ISD, district- and campus-wide, minimum Index Targets were met in 45 of 47 indexes. As a result, all Seguin ISD campuses received the Met Standard designation with the exception of Patlan Elementary. At that campus, two of the four indexes were met according to TEA.

 

“Because Patlan is extremely close to meeting the Index 3 target, Seguin ISD has filed an intent to appeal the campus’ Improvement Required designation with TEA due to confirmed grading errors by ETS. There were many well-documented testing irregularities across the state this past spring. We think that there is a good chance that Patlan indeed earned the Met Standard rating,” Roane said.

 

In the meantime, he says that teachers and campus administrators are ready for the new school year. “We start our new push on Aug. 22 as our students return to school. Our challenge will be for our students and teachers to continue improving as the level of rigor continues to increase. I’m confident that next spring we will be celebrating another year of academic success in Seguin ISD,” he said.

Accountability Summary
